The delay in replying to your letter of the 30th
January last on the subject of Article 12(d) of the proposed
Hongkong-China customs agreement has arisen out of the
necessity of consulting Marker of the Board of Trade.
His opinion, in which we concur, is as follows:-
"I see little objection to accepting Ellis' suggestion
"in principle that the words 'falling within the categories,
"etc.. should be inserted in the 4th line of Article 12(d),
"but they will have to read somewhat as follows:- 'and such
"vessel, if falling within the descriptions, etc. '".
We may therefore, I think, take it as agreed that
Article 12(d) should be amended by the addition after
the word "vessel" in line 4 of the words "if falling
"within the categories described in Articles 8, 9,
10
"and 11 above".
